Ability to siphon fuel and other components from wrecked vehicles

Alright, so seeing as gas is hard to obtain as well as other vehicle parts, I propose we add a command to scavenge fuel and car parts from wrecked cars (vehicle props) in the world, this would be very handy to have, and make gas and other car parts easier to obtain, for maintenance.
