I don't know why are vests extremely rare and expensive for some reason.

They're really hard to comeby and extremely rare than they should be, in America you could literally buy a vest off the internet and they're developed in massive quantities.

You can even find them at your local Walmart so why are they extremely rare all of the sudden?

You could literally create a vest on your own using a steel plate and some cables to attach it to yourself.

Imo vest's should either become less rare and have their price drop or atleast add Lightweight vests that only costs 350 dollars but will only give you 50 armor points.

I think that having lightweight vests isn't a bad idea and it shouldn't make gun fights and surviving a bit more fair

Yeah, and you can create a pipe bomb IRL by taking a drill, a steel pipe, two brass caps, a string, & whatever explosive you want, drilling a hole in one of the brass caps, filling the pipe up with the explosive, sticking a string in, fitting it through the brass cap with the hole in it, & screwing that brass cap on. Does this mean that pipe bombs should be commonplace on the server? No. Just because something's common/easy to obtain IRL doesn't mean that should be the case here.

I'd also like to elaborate further on this statement that you can also make a pressure cooker bomb relatively easily. You need the following; an igniter, a timer, a pressure cooker (of course), a fuse, & a shitload of gunpowder. A primitive form of gunpowder can be made easily in the form of Armstrong's Mixture. All you have to do is take the pressure cooker, fill it up with the gunpowder or explosive, put a fuse in it, get your igniter, & connect it to the timer. It's a relatively easy process for an explosive that'd ICly be able to cover half of Scarville in shrapnel.
Does this mean that RP-wise pressure cooker bombs should be widely available & easy to obtain ingame as they are in real life? No.

The rarity of vests is to limit everyone from being the Terminator. It's perfect the way it is — vests should be used for special occasions, not a commonplace item that everyone has access to at all times.
