zombie IC chat but for chimeras.

Add a ability for chimeras you can /learn to speak with other zombies, just like bionics got /chirp and have an automatic /me display once using the command explaining how is he communicating with the zombie (they have to do some noises, not read each other's mind. Right?)

Chimeras aren't the same as Bionics as far as abilities. CHIRP is exclusively a Bionic talent.
