Perhaps it's possible to add a timer before guards rain down hell on the poor newbie that miss-scrolled a weapon?

Changing this to urgent. Becoming problematic. Either make a timer before they shoot or make them like before - only shoot at zombies.

id say a maximum timer of like a second or two and not instantly, to enforce realism that the guards are paranoid of citizens pulling out guns, so make it like a 2 second max timer
