Scarville Protectorate

Scarville, formerly known as the town of Dillimore is a small town bordering Los Santos on its northern side. At the start of the apocalypse, the Scarville settlement established itself as the only hub in the Los Santos region for travelers and merchants to pass through or permanently make their residence. After the Department of Homeland Security and subsequently the Federal Emergency Management Agency (FEMA) and their Joint Task Force settled into the city of Scarville, the town has been the target of bandit factions and external threats, namely the Sparta Battalion.
Scarville Protectorate is the armed militia group of the microcity of Scarville, tasked with defending its city from dangers such as the very present threat of enemy bandit groups such as Sparta Battalion and rogue bandits overall. It is a formerly civilian group that took the reins of the city after the fall of the Federal Emergency Management Agency's elite group Joint Task Force who were previously tasked with defending Scarville.
Scarville Protectorate's existence stems from the creation of Scarville's community-wide response group for the same ideals called Community Resources Against External Threats (CRAET). The hierarchy of the Scarville Protectorate is filled with members from the now-defunct group CRAET and enlisted civilians of Scarville. Scarville Protectorate swears solemnly to protect its city without fear.
Operation Firestorm was a military operation conducted by members of the now-defunct group CRAET and is the reason for the creation of the Scarville Protectorate group. The operation was performed onto the town of Angel Pine by three members of the CRAET group with the objective of resupplying the city's supplies with weaponry and putting a hole into the bandits' operations that were being performed on Angel Pine.
Operation Firestorm was deemed a success. With the respect and trust gained from Operation Firestorm, the founding members of the CRAET group were able to slither through the military hierarchy of Scarville, and in the absence of municipal leadership, take over the military power of Scarville.
The founding members of the CRAET group were able to put their hands on military high-ranks within Scarville, exerting complete control over political authority inside Scarville and asserting themselves as de-facto leaders of Scarville, making Scarville a city under military rule under the now-defunct Scarville Civil Defense group.
The Scarville Civil Defense phase of the Scarville control had former CRAET members put their hands on Scarville military ranks and declare Scarville a city under military rule as aforementioned. With the arrival of Ruben Fitzpatrick and his ability to lead being exposed to the community, he managed to perform a coup d'etat on the defacto leadership of the city, remnants of Joint Task Force's leadership that had political power over the city. Ruben Fitzpatrick, now leader of Scarville, declared the city to be a protectorate of the Scarville Protectorate and assert himself as Lord Protector.
