SCARVILLE
Formerly known as Dillimore

Scarville, formerly known as the town of Dillimore is a small town bordering Los Santos on its northern side. Formerly was the administrative center of Red County - housing both the county administration and the Red County Sheriff's Department. Can be reached either by taking the Dillimore connector northbound from Los Santos or by one of the roads branching off the Blueberry connector.
After the virus outbreak, Scarville was selected as the forward operating base for the Departments of Homeland Security and Defence, and many troops and government agencies were relocated there to aid the evacuation of Los Santos and to implement quarantine measures. As time passed there was no end in sight to the ongoing tragedy and the amount of infected was only increasing over time, therefore the people inside Scarville were forced to fortify the base more and more, losing a lot of lives that left a lot of scars in the town's story, hence the new name.
Moving on to the present times - Scarville has become the only still holding government-controlled settlement in the entire state - thanks to the efforts of the many peace officers and soldiers stationed there and taking action early. Its rulers - the Joint Task Force still hold to their initial mission, just extended indefinitely, trying to make the town as welcoming to anyone in need of a relatively stable and safe life...

Living in Scarville

Due to the increasing amount of outlaws and bandits over time, Scarville was forced to implement special security measures when it comes to people's status inside the town. For the time being Scarville remains open to everyone who doesn't have any violent intentions against other fellow humans, however, to receive housing and work inside, people shall seek Scarville Citizen status - in order to receive it people shall make themselves known to Scarville Joint Task Force personnel and pass their security clearance, and only after being cleared through that they may arrange an interview with one of the Senior Scarville Officers who will make the final decision regarding the person status.

Working in Scarville

Citizens of Scarville have a few opportunities inside the town:

St. Petersburg Clinic - People with a former medical background are fast-tracked for citizenship and offered a job inside Scarville's fully equipped clinic. Since Scarville is still open to everyone, a lot of injured people make their way here seeking help, it's the duty of our medical professionals to provide aid to all injured, no matter their status.

Joint Task Force - it's the peacekeeping and defense organization of Scarville. Mostly only people with former law enforcement and military background are recruited, however, exceptions are sometimes made. In order to join potential candidates must help JTF personnel with whatever their activities are and gain a reference from one of the Officers. All JTF activities were ceased and the organization has been disbanded.

Private sector - Scarville is open and welcoming to tradesmen and merchants! If you wish to open your own business inside the town and create jobs for others, please schedule a meeting with one of the JTF senior officers and present your ideas. (( Discord message Venta#7010 ))

Martial law involves the temporary substitution of military authority for civilian rule and is usually invoked in time of war, rebellion, or natural disaster. When martial law is in effect, the military commander of an area or country has unlimited authority to make and enforce laws. Martial law is justified when civilian authority has ceased to function, is completely absent, or has become ineffective. Further, martial law suspends all existing laws, as well as civil authority and the ordinary administration of justice. In the United States, martial law may be declared by proclamation of the President or a State governor, but such a formal proclamation is not necessary. Although the U.S. Constitution makes no specific provision for the imposition of martial law, nearly every State has a constitutional provision authorizing the government to impose martial law. The power of martial law, once held to be nearly absolute, has limitations; for example, civilians may not be tried by military tribunals as long as civilian courts are functional. Nonetheless, within the bounds of court decisions, a military commander's authority under martial law is virtually unlimited. Martial law has been declared nine times since World War II and, in five instances, was designed to counter resistance to Federal desegregation decrees in the South. Although a climate of mutual aid has always existed between the military and civilian law enforcement and should continue to exist, Department of Defense personnel are limited in what they can do to enforce civil law. Military personnel cannot be used in surveillance or undercover operations, and they may not be used as informants, investigators, or interrogators unless the investigation is a joint military-civilian operation in which the military has an interest in the case's outcome.

Good evening fellow citizens of Scarville! What a night this is. It has been a long and difficult journey but here we all stand today, together, in the light of a restored democracy!

First of all, I want to extend a heart-felt thank you to each and every one of our brave National Guardsmen and women who worked tirelessly to restore this city and its people. Your bravery and courage has enabled the defeat of the zombie horde who besieged our cities and threatened to forever deprive us of our right to freely elect our leaders and govern ourselves.

Today, therefore, is a day of celebration. A day of liberation. A day to remember and cherish, as we wisely and peacefully choose leaders who understand the needs and concerns of our beloved citizens. Your unwavering commitment to the security of this city and its people has meant that democracy and freedom can continue to thrive in Scarville, unhindered.

So let us today, come together and rejoice in the restoration of the city and our deserved civil liberties. Let us come together, united and strong, and look towards the future without fear of oppression, or the reemergence of a zombie infestation. Because, with the courage of our National Guard and the revival of democracy, nothing can stop us from forging ahead and creating a better tomorrow.
