We want our new members to develop as Look-outs, Workers or even Associates to the Cartel and slowly develop their characters in our small Hispanic community and work their up until they become official Soldiers or Sicarios.

your character must be strictly Hispanic means that you're not allowed to RP as any other ethnicity except this however few exceptions can be made to people who can properly develop themselves as a non Hispanic associate or member.
